The Advocacy Department of HIGGS, has a supervisory role in the Civil Society ecosystem with the aim of creating a productive and functional environment for Civil Society Organizations (CSOs), enhancing the creation of an effective advocacy action plan. 

The main services of the Advocacy unit include: 

• Research on issues related to CSOs
• Monitoring legislative developments/policy proposals on CSOs, monitoring draft laws and developing strategy and solving targeted legislative problems
• Mapping and addressing long-term obstacles to the establishment and operation of CSOs
• Networking of CSOs and fostering an environment conducive to cooperation and the creation of specific working groups for joint advocacy actions
• Οrganising information campaigns on legislative developments concerning CSOs
• Lobbying

In addition, the advocacy department contributes to strengthening civil society by addressing chronic barriers in the ecosystem and encouraging organizations to take an active role in advocacy through targeted trainings and activities. 

To this end, HIGGS is adding to existing trainings an additional Strategic Advocacy Consultancy service, supporting CSOs to develop effective action plans to achieve their advocacy priorities.
